David J. Shively


David J. Shively was appointed Lancaster County Election Commissioner on August 18, 1999, by Governor Mike Johanns. On July 7, 2003, Governor Johanns reappointed Shively to a second four-year term. Governor Dave Heineman reappointed Shively to a third term in July of 2007 and to a fourth term in June of 2011. Governor Pete Ricketts appointed Shively to a fifth and sixth term in 2015 and 2019.  Shively is the first Lancaster County Election Commissioner to be appointed to more than two consecutive terms. Shively has brought a wide range of governmental, electoral, and organizational experience to the Lancaster County Election Commissioner’s Office.

Accomplishments in Office

During his tenure as Election Commissioner, Shively has continued the voter registration efforts of the office initiated by his predecessors. His office’s efforts during the produced a record number of registered voters, a record voter turnout, and a record number of absentee ballots cast. Shively has also updated the absentee voting procedures of the office making it a more cost and time efficient process. In addition, Shively oversaw the relocation of the Lancaster County Election Commissioner’s office and warehouse to a more centralized and modern facility.

When concerns regarding election irregularities arose in other parts of the country following the 2000 Presidential Election, Shively was appointed by Governor Johanns to serve as a member of the Nebraska Election Task Force. The mission of the task force was to review Nebraska’s election laws and procedures to ensure that a similar situation would not occur in Nebraska. The six member task force recommended numerous changes in state election law. Most of the task force’s recommendations were eventually placed into law by the Nebraska Legislature.

Other Affiliations

Currently, Shively is a member of the Standards Board of the Federal Election Assistance Commission which was mandated by the congressional passage of the Help America Vote Act (HAVA).

Shively is a member of Nebraska Association of Clerks, Election Commissioners and Registers of Deeds and served as the Association President in 2020.  He is also a member of The Election Center and the Lincoln Independent Business Association. He is a former member of the Columbus Kiwanis Club, Lincoln City Libraries Board of Trustees and the Lincoln City Libraries Foundation.

Previous Employment History

From 1984 to 1989, Shively was a District Executive for the Mid-America and the Cornhusker Councils of the Boy Scouts of America. He then served as a Field Representative for the Nebraska Republican Party from 1989 to 1990. During the 1991 legislative session, he was a Legislative Assistant for former State Senator Jerry Conway of Wayne. From July of 1991 to August 1999, Shively was a District Assistant and Campaign Manager for former Congressman Doug Bereuter.

Early Life/Education

A native of Norfolk, Nebraska, Shively is a graduate of Norfolk Senior High School. He holds a Bachelor of Arts degree in Public Service and Political Science from Wayne State College (Wayne, Nebraska) where he served as Student Body President during his senior year.
